Can you tell me if the airport doesn’t allow someone from the USA with an eticket or a ticket purchased from a USA carrier that flys out of your Kotoka airport directly that they can’t board the plane unless they pay for the ticket directly to an airport agent at the Kotoka airport.

It sound to me very much like you are being scammed. Romance scams on the internet are widespread and pernicious. They all have the same basic trajectory. You get to know someone online, then they have some need (travel, a personal emergency, a family emergency, etc.) which requires you to lend/give them money, even though you've never met face-to-face.
