Suggestion---have a cell phone parking area for people waiting for arriving flights. Many cities have these lots, even cities smaller than KC. If you do it---do it right. Have a message board showing Airline/Flight #/ arrival information. Also have a mens and ladies porta pot, as fights get delayed and sometimes the wait can be long. Surveillance cameras and a place for trash.
The empty lot across from the rental car area would be perfect.
