Public transport
DC Metrobus B30 travels between Baltimore Washington Airport and the Greenbelt Metro station once every 40 minutes, for USD3. Catch the bus from the marked curbside stop at ground level near the international terminal. For more information see the DC Metrobus web site.
There is a free shuttle bus between the terminal and the nearby Amtrak/MARC (Maryland commuter rail) station. Be advised that MARC trains do not run on weekends, and Amtrak is a very expensive way to reach downtown DC. In many cases the Greenbelt Metro option described above is preferable.
Baltimore light rail runs from the international terminal to downtown Baltimore.

Passenger feedback
When is this airport ever going to get a real rail connection to Washington? Now that Dulles is about to get one, it's really starting to look bad for BWI. That shuttle bus to the Amtrak station is just too painful. It turns what should be a 30-minute connection to downtown DC into a 90-minute ordeal
